A Home for Every Child: The Homes-to-Children Equation

The goal of A Home for Every Child is bold and urgent: Every child deserves a safe, loving home — and no child should have to wait for one. We can’t make that vision real without recruiting and retaining foster parents who are ready to open their hearts and homes when families are in crisis. At the same time, prioritizing kin caregivers is key to not only increasing the number of foster homes but to improving stability and continuity for children. Learn more about how States can increasingly promote kinship care to improve mental health, behavioral social and educational outcomes in the March 2026 ASPE Office of Human Services Policy Brief.

In 2025, 26% of youth 17 and older were placed with kin. Placing older youth with kin improves placement stability and reduces the risk that they age out of foster care without permanent family connections.
